Introduction
States and other educational entities* receiving Part B funding under the Individuals with Disabilities Education Act (IDEA) submit their Annual Performance Reports (APRs) to the U.S. Secretary of Education. These reports contain information on a variety of indicators, including assessment participation and performance results for state assessments. The state assessment data on this Web site were submitted by states in their Annual Performance Reports, and then summarized using a common approach to construct numerators and denominators for determining percentages. The print versions of the APR reports are available on the NCEO Web site at http://education.umn.edu/nceo/OnlinePubs/onlinedefault.html#APR.
The National Center on Educational Outcomes (NCEO) also regularly analyzes assessment information that is publicly reported by states on their Web sites. Summaries of this information are available at http://education.umn.edu/nceo/OnlinePubs/onlinedefault.html#tech. The most recent reports are Technical Report 46 (2004-05), Technical Report 43 (2003-04), and Technical Report 40 (2002-03).The assessment information included in the Annual Performance Reports of regular states and unique states (see below for a list of unique states) is provided in two sections:

Data Viewer for Annual Performance Reports provides the following capabilities:
- Report Designer — Customizable summary data reports that allow for deeper visual and tabular analysis of participation and accommodations use and performance data.
- State Profiles — Customizable summary data reports for one state or all states (regular or unique) based on Enrollment data, Participation data (Regular Assessment, Assessment Taken Out of Grade Level, Alternate Assessment, Took No Assessment), Performance data (Regular Assessment, Alternate Assessment Based on Unspecified Standards, Alternate Assessment Based on Grade Level Standards, Alternate Assessment Based on Alternate Achievement Standards), and Overall Statistics.
*Other Educational Entities are sometimes referred to as "Unique States" and receive funding from the U.S. Department of Education to support special education services. The entities are: American Samoa (AS), Bureau of Indian Affairs (BIA), Commonwealth of the Northern Mariana Islands (CNMI), Department of Defense (DODEA), District of Columbia (DC), Federated States of Micronesia (FSM), Guam (GU), Palau, Puerto Rico (PR), Republic of the Marshall Islands (RMI), Virgin Islands (VI).
How to Use this Site
Report Designer PARTICIPATION:
- Click on the test year of your choice, for example, Participation in State Assessments (2003-2004).
- Choose a Subject (e.g., Reading) and a Grade (e.g., Any High School [9-12]) from the pop down menus.
- Under Map Divisions either use the Default (states will display in 5 colors reporting 5 equal division of report values) or Custom build your divisions and select your own incremental analysis, such as Display values in increments of 2% starting at 90%.
- Choose a report to view by selecting any of the radio buttons.
- Click the button, Run Report.
- Click the PDF button to receive a PDF version of the report.
- To run a new report, click the Back button.
- To clear all filters, click Reset button. (It is recommended to Reset before starting a new report.)
Report Designer PERFORMANCE:
- Click the test year of your choice, for example, Performance on State Assessments (2003-2004).
- Choose a Subject (e.g., Math) and a Grade (e.g., Any K-12) from the pop down menus.
- Under Map Divisions either use the Default (states will display in 5 colors reporting 5 equal division of report values) or Custom build your divisions and select your own incremental analysis, such as Display values in increments of 10% starting at 0%.
- Select Proficient/Not Proficient or a specific achievement level for each performance metric you would like to view. For example, check every Proficient box to view a report for all proficient levels, or click on each Proficient box in the Alternate Assessment categories for a report on Alternate Assessment proficiency.
- Click the button, Run Report.
- Click the PDF button to receive a PDF version of the report.
- To run a new report, click the Back button.
- To clear all filters, click Reset button. (It is recommended to Reset before starting a new report.)
State Profiles:
- Choose a year of administration (e.g., 2003-2004) and state or group of states from the pop down menus (e.g., All Regular States).
- Click Run Report.
- Run a new report by clicking the Back button and the Reset button, and make new selections.
